There's trouble brewing for Torchwood. First the long-lost Torchwood Four branch reappears from nowhere and starts assigning its personnel to T3, and now Cardiff Bay is being invaded by Sea Devils! It's all in a day's work for Jack Harkness and his team, but the Doctor and Donna are passing through anyway, so they decide to lend a hand.
Then the Doctor, Tegan and Turlough pass through and decide to do the same.
Nevermind that two incarnations of the Doctor are able to coexist in the same timeline, though; there's more to all these strange happenings than meets the eye, and the Torchwood gang, as well as both Team TARDISes, begin to suspect that T4's public relations officer, Nina Hanlin, isn't quite the woman she says she is.
